Angel Martin Arjona had been digging a trench in a field to stop the approaching fire reaching the northwestern town of Tabara when the sea of flames closed in on him.

“It was a sea of flames,” Lin Chuan-fu, 57, a Kaohsiung resident who lives near the building, said in a telephone interview.

Weekend after weekend, streets of the city, in different places but often in the up-market Central business area and the Causeway Bay shopping district, would become a sea of flames.
