The measure seeks to roll back some aspects of Proposition 47 — a decade-old law that reclassified certain nonviolent felonies, including those related to theft and drug possession, as misdemeanors.

“Under Prop 47, prison and jail populations plummeted as did arrests for drug and property crimes after certain offenses were reclassified from felonies to misdemeanors,” the report stated.

The measure, called the Homelessness, Drug Addiction, and Theft Reduction Act, asks voters to partially unwind Proposition 47, a controversial ballot initiative passed in 2014 that reclassified some nonviolent felonies as misdemeanors.
