"They come in and are undocumented. Then their access to amenities is limited, if it is available at all, and what they then do is they live outside the law and they commit crimes - and this brings resentment," he said.

It’s extralegal—it’s literally outside the law.

“It’s outrageous and outside the law for the insurance commissioner to force consumers to bail out home insurance companies and then call that consumer protection,” said Carmen Balber, executive director of Los Angeles-based Consumer Watchdog.
