Article 12.2 of the ISC outlaws any actions "that cause moral injury or loss to the FIA, its bodies, its members or its executive officers, and more generally on the interest of motor sport and on the values defended by the FIA".

The changes still have to be approved in the new year by governing body FIA’s World Motor Sport Council.

But it noted that the 250,000 euro maximum had not been raised in 12 years, and said it “does not reflect the current needs of motor sport.”
