Shadow home secretary Chris Philp, the policing minister in the previous government, said the police guidance on dealing with hate speech should be updated to ensure officers were not "policing thought" or "free speech".

The government has stopped short of banning smartphones in schools but has issued guidance to ensure that all schools implement effective smartphone-free restrictions.

"Parents play an important role in teaching children how to process and manage their anger productively. But some parents may need guidance themselves on the best strategies to do this."

"The guidance was very clear, that we should not be approaching people who may not be aware that they were related to these ladies," said Prof Gillingwater.

He suggested "hares were set running" by previous industry guidance that has since been withdrawn.
