"There are no victims or injured following the explosion, the 75 troops on the ship are not in danger, the ship's floatability is not affected and there is no major damage on board," the ministry said in a statement.

Mr. Archer's view was that shipowners should be encouraged to increase the floatability of the ships they built, and that the way to encourage them was to relax the legal requirements as to boats as their plans advanced in that direction.
