Is it a case of rote journalistic convention that turns Trump’s demented ravings into something resembling the blandly acceptable “policy statements” of a typical gladhanding pol?

In his earlier incarnations on the page and screen, the Penguin was a demented society swell whose signature accouterments were a top hat, a monocle and a trick umbrella.

But it's the truly demented and/or incoherent blather that's going unremarked upon and there is no excuse for it.
