Mugenyi is a reseller, one of a small community of entrepreneurs who comb the Greater Seattle area for pre-owned goods that can be fixed up or parted out and sold for a profit, often overseas.

Deborah Mayer, who has sold new and pre-owned handbags and other designer goods out of her New Jersey home for 16 years, understands that all too well.

"The strength of the pre-owned market means thieves and fences can easily resell stolen goods for large sums of cash," she told the PA news agency.
