"They could have driven through the same place every day for, realistically, up to 14 days before they have to receive a notification from police that they’ve committed an offence, and by this time they’ve committed all these offences without having the opportunity to adjust their manner of driving."

Click noted that Newsom has filed a thousand other reports on time, and said, “Many of these identified in the report were filed only a few weeks late and due to delayed notification of receipt of payment by the recipients.”

Conservative positions on “parental notification” could also come into play, especially in California, where Gov. Gavin Newsom signed a bill into law this year banning rules that mandate school districts to alert parents when students come out as transgender or ask to go by names and pronouns different than what is on their school records.

Proponents in several school districts, including Chino Valley Unified in San Bernardino County, say notification policies are about informing parents about all aspects of their children’s lives.

Over five years, government departments repeatedly failed to produce the notification, despite customs having similar records from as far back as 1968.
