As a newcomer to Southern California, Hoover has made a point of meeting with City Council members in their districts as a way of hearing their thoughts and exploring his new home.

Traditionally, big cities aren’t just places where people share concerns about school districts, sports teams, homeless shelters, and tax rates; they’re also media markets, where television, radio, newspapers, and blogs have kept residents informed and shaped their understanding of politics, the economy, and reality.

The California Phone-Free Schools Act ordered the state’s 1,000 school districts, charter schools and county education offices to draft student cellphone policies by July 1, 2026 — and leaves it up to schools to decide whether to enforce outright bans or some level of restrictions to “support pupil learning and well-being.”

The stakes are especially high in California’s battleground districts, where voters could determine which party will control the House of Representatives next year.

"With over 300 member clubs and districts, Welsh rugby is a pervasive and positive force in this area throughout the country, with our clubs serving as hubs and gathering places for all those involved to share problems and help each other," it added.
