The central bank, which is independent but owned by the Libyan state, is the only internationally recognised depository for Libyan oil revenues - a vital economic income for a country torn for years between two rival governments in Tripoli and Benghazi.

But the proposal has run into concerns from European members about the legal complexities, and about concerns that Russia could retaliate against the diminished number of Western companies and individuals who still have holdings in Russia, or against the Euroclear securities depository in Belgium where the bulk of the funds is held.

About 190 billion euros of Russian central bank assets are held by Belgium’s central securities depository, Euroclear.

The nonpartisan agency also noted that “the depth and breadth of financial services that depository institutions are providing to marijuana businesses is unclear.”

Elsewhere, he would say or imply that the virtue he espoused, civic virtue, required and reflected an educated electorate: “I know no safe depository of the ultimate powers of the society, but the people themselves: and if we think them not enlightened enough to exercise their control with a wholesome discretion, the remedy is, not to take it from them, but to inform their discretion by education. This is the true corrective of abuses of constitutional power.”
