Ramzan Kadyrov, the regional leader of Chechnya who has sent troops from the region to fight in Ukraine, urged Moscow to wipe off the map entire cities in retaliation for Ukrainian shelling of Russia’s territory.

Not only did he completely disenfranchise entire populations that he didn't attempt to wipe off the map, but he fractured a country which was more than ready to erupt upon itself at the first chance.

"It could also wipe off the map some areas of Wales which people identify with - we've got to be careful, people have a sense of identity - don't mess with that," he said.
