The retail goods were stolen by crews of organized shoplifters at stores in California, Arizona and Nevada, according to detectives.

In reality, around 2% went toward beverages, while “at least $7.5 million” was redirected to pay for “cars and trucks, rent, luxury retail goods and trips to casinos,” the complaint alleges.

The commission is also considering enforcement actions under a nearly 90-year-old law, the Robinson-Patman Act, which requires suppliers of retail goods to offer the same terms to every retailer they sell to.

In California, a spokesperson for state Attorney General Rob Bonta pointed to his progress at working with retailers and online marketplaces to prosecute organized shoplifting gangs that steal retail goods to resell online or return to stores for refunds.
