Officials are proposing to do so on land already zoned for multifamily housing, where people tend to be renters, not in neighborhoods zoned for single-family houses where people tend to own.

That’s because renters in New York are held responsible for paying the broker that the landlord hired to find tenants.

Earlier this year, the department released data on the ULA Emergency Renters Assistance Program, which funnels money to low-income renters at risk of homelessness.

Landlords have also been accused of hoarding low-cost housing units and selling them for an exorbitant price, knowing that the desperation of some renters would more than offset any wasted space.

The amount of housing benefit that private renters can claim will be frozen again next year, the government has confirmed.
