U.S. officials also assess that Moscow is using the Russian towns of Belgorod and Valuyki — north of Ukraine’s border — to reequip its forces ahead of the changing offensive.

“These units aren’t really that unique and, for the most part, they are not as well equipped as some of the best Russian units; only last year did they start to reequip the ones in Tajikistan,” said Rob Lee, a Russian military expert with the Foreign Policy Research Institute.
