Police in Romania and Hungary say they have broken up a human trafficking ring that convinced vulnerable people, many just out of foster homes, to work in slave-like conditions in Budapest.

Since then, the county has been flooded with claims of abuse from those placed in its sprawling network of foster homes, children’s shelters and probation camps and halls.

She hopes that counties can step in for the foster homes affected by the insurance change so children can stay put.

Jules Brown was taken into care at the age of 12 and spent six years in various foster homes, children’s homes and a hostel before he was told to leave.

Every year, teens and young adults quietly slip from foster homes to the street, even as the county remains responsible for their care.
