The hole covering was unmarked and “not coned off nor identified in any way,” the complaint says.

He added: "There have been many cases where, on investigation, a pothole has been coned off immediately and an officer has stayed on site to ensure that the area is made safe."

“Right where the hole goes in, it slopes, and it’s flattened out, and it coned back down, and that was where some really loose sediment was, and I could stick my hands into it.”

"It was taped and coned off but an older guy who had just filled up managed to drive through the tape and into the cement - closely followed by another car," he said.
