The cease-fire agreement, which came after intense mediation by the U.S. and France, was approved by Lebanon’s government on Wednesday morning.

Mr. Kellogg co-wrote a strategy paper in April that said the United States should focus on achieving a cease-fire and negotiated settlement to the conflict.

A cease-fire between Israel and Hezbollah allowed those displaced by the war to return to their homes.
