The city of Pasadena has an army of building inspectors and appraisers ready to examine 17 empty homes offered by Caltrans once they’re allowed inside, said Bill Huang, director of the city housing department.

The result: longtime homeowners pay very little, newcomers pay more and businesses face some of the state’s highest property tax rates, said Suzanne Widenhouse, the county’s chief appraiser.

Many major firms rely on a third-party appraiser to determine the worth of a fund’s assets, in part so investors can trust that the appraised value is accurate and not unduly influenced by the firms.

A former BAM board member, art history professor and art appraiser who’s new to nonprofit management, Scher became BAM’s interim executive director last September and was permanently appointed in February.

Her estimation: “It was perhaps surprising that the estate didn’t select an appraiser who was a member of the appraisers’ associations.”
