In Manay, a Mindanao municipality of 40,000 residents, people were removing debris and sweeping up broken glass from homes and other buildings Saturday morning.

In Gramsh, the municipality is exploring options to alternate pines with other trees, especially deciduous species.

"My only prayer is that help won't be delayed - and that neighbouring municipalities will also be considered and covered in these relief efforts," Mr Pareja said.

Some municipalities have elections on the Nov. 4 ballot in addition to Proposition 50, Mitchell noted.
