A subsequent investigation found that a circuit card, improperly installed in a weapon-systems processor, had been dislodged by routine vibration and heat.

The government said both men last June used an "account slurper" designed to match email addresses with so-called "integrated circuit card identifiers" for iPad users.

The misalignment of the circuit card sent messages to the missiles in the wrong timing sequence.
