It opened its first U.S. restaurant in 2000 in Arcadia, Calif., and it has since expanded slowly across the state and Pacific Northwest.

The father of some 22 children discovered by Arcadia police in May also owns a property in El Monte where authorities found evidence of illegal gambling and drug activity, court records show.

"If you look at the High Street now, there's a strong Spanish presence, with the likes of Zara, and also a Swedish presence with H&M. When Arcadia collapsed, we lost that Britishness," she said.
